Electric and spiked training collars for pets soon to be banned under proposed law?

Des députés de Renaissance ont déposé une proposition de loi visant à interdire l’utilisation de colliers de « dressage » à décharges électriques ou à pointes sur des animaux de compagnie en raison des souffrances qu’ils causent. Le texte, enregistré par la présidence de l’Assemblée, propose d’interdire la vente et l’utilisation de tout dispositif à décharge électrique, étrangleur sans boucle d’arrêt ou à pointes sur un animal de compagnie.

Les initiateurs de cette proposition de loi, dont la députée de Haute-Garonne Corinne Vignon, justifient cette mesure en arguant que ces colliers « n’ont jamais prouvé leur efficacité pour quelque problème comportemental que ce soit, et au contraire, augmentent le risque d’agressivité et de morsure des chiens en raison du stress, de l’anxiété et de la souffrance qu’ils subissent ». Ils font également valoir qu’il existe « de nombreuses alternatives » pour éduquer ou rééduquer des chiens, sans recourir à des méthodes qui génèrent de la douleur ou de la peur.

Si cette proposition de loi était adoptée, le non-respect de cette interdiction, qui entrerait en vigueur en 2024, exposerait à une contravention de quatrième classe, pouvant atteindre 750 euros. Il est important de noter que l’utilisation de ces colliers est déjà illégale dans certains pays et que les organisations de défense des animaux et les vétérinaires s’opposent à leur utilisation depuis longtemps en raison des conséquences néfastes pour les animaux.
